Atty. Ligutan is a top-notch court litigator who has successfully handled various high-profile civil, criminal, and public interest cases.
He graduated summa cum laude from the University of San Carlos in Cebu with a Bachelor of Arts degree, majoring in Philosophy.
He later earned his Juris Doctor degree from the University of the Philippines College of Law.
In law school, he was a member of the elite UP Law Jessup Team and a National Champion in the 2008 National Moot Court Competition on International Humanitarian Law, later representing the Philippines in elite international competitions in Hong Kong and France.
He is a Managing Partner at SALiGAL Law, a Cebu-based firm. Under his stewardship, the firm emerged as a finalist for Boutique Law Firm of the Year at the 2025 Asian Legal Business Philippine Law Awards.
He was a former Junior Associate at the prestigious Angara Abello Concepcion Regala & Cruz Law Offices from 2010 to 2011.
He was a Law Professor teaching Labor Law, Remedial Law, and Public International Law.
He has a faculty presence at both the University of the Philippines College of Law and the University of San Jose–Recoletos (USJ-R).
He served as the 2025 Mock Bar Chairman for the USJ-R School of Law to mentor future lawyers.
